"SEB Out" Refers to the Southern Electric Board. These houses were due for demolition and this phrase means that the electricity has been disconnected.
I am told that "SEB Out" does refer to the Southern Electricity Board.

These houses were earmarked for demolition - once SEB had disconnected the electricity supply, they would paint "SEB Out" on the side of the house to indicate they had done so.
