This looks as though taken in the winter so probably late 1963 or early 1964. A demonstration was taking place and a number of police were on duty. Trolly bus wires still remain.
A bustle of people are standing, walking and cycling across a square, wearing long winter coats and hats. To the right a group of people are gathered on the steps of a prominent neoclassical building with a large portico of columns and stone lions surmounting either side of the steps.
