This is Marlborough Row in Portsea, the original Marlborough Gate is behind the horse-drawn bus where the men are coming out of the Dockyard, the wall to the left and the building at the end of it are still extant but now within the Dockyard. The Royal Oak is listed as being at No.5 Marlborough Row. Would suggest this is before 1930 by the style of dress; lots of Bowler hats, possibly late Victorian or early 20th Century
